Public Development Banks and Credit Market Imperfections

What should be the role of a public development bank (PDB)? Which projects/firms PDB target? can theory say about types loans and ways delivering them that PDBs around world use? We analyze these questions in context model where screening is costly to banks. Underprovision credit results from inability banks (i) appropriate full benefits projects they finance, more pronounced for high value projects; (ii) internalize terms aggregate lending. intervention naturally addresses inefficiencies originating failures private provision credit. Though lending commercial at subsidized rates or providing guarantees are valid alternatives, less effective than subsidies equivalent cost. particularly important recessions, when liquidity/capital shortages likely, risk profiles deteriorate potentially leading further underprovision. Subsidized preferred facing liquidity shortage, while program has additional undercapitalized.
